Appalling service and questionable practices

My project was doomed from the start. The structural engineer. wrote advising that an asbestos survey MUST be carried before works started, however, DJP said not to spend money unnecessarily. The tender was not carried out in accordance with standard industry practice. They did me not provide me with a copy of the contract or tender pack, including The Specification, Health and Safety document and Tender Document. They sent my plans without my agreement to 2 builders of their choice. The company selected had not even been incorporated when the it was sent. I was not given a payment schedule or schedule of works so invoices were randomly presented without valuations. They advised me to pay subcontractors directly, in breach of contract. I now have £53,000 worth of defects set out in a Scott Schedule which both DJP and the contractor have ignored. Yet DJP continues to recommend the same building company despite acknowledging that the standard of works was 'unacceptable'.
